Current situation: The block leaves the editing mode when choosing a layout and adding a photo, and jumps you to the top of the page you're on.
Suggestion: Have the layout change/add a photo while still in editing mode the same as all other editing elements for the block. aka it updates live instead of needing to load and jumping you to the top of the page.
